EPA Landfill Methane Outreach Program (LMOP) Grants

The United States Environmental Protection Agency (EPA) Landfill Methane Outreach Program (LMOP) is soliciting pre-proposal grant applications for projects that will reduce greenhouse gas emissions by beneficially using landfill gas. The program targets smaller landfills that are not subject to the Clean Air Act New Source Performance Standards (NSPS) and Emissions Guidelines. EPA’s objectives are to develop landfill gas use projects that may otherwise not have happened, and to advance technologies, designs, or landfill gas usage ideas that can be replicated at other landfills.

Grant amounts will range in value from approximately $15,000 to $75,000, and will be available for owners of non-NSPS municipal landfills, community and non-profit organizations, and universities.

Submission deadline is April 19, 2002.

Pre-proposal requirements include the following:

•Demonstrate that reductions in greenhouse gas occur, or will occur;
•Show the cost-effectiveness or potential for profit from the project;
•Address how the project will advance and promote current and future technologies;
•Be compatible with LMOP efforts;
•Provide measurable results in the reduction of emissions;
•Avoid duplication of other LMOP projects;
•State the importance of the grant to the project’s development;
•Assign dedicated personnel;
•Provide a 3-page project description;
•Include a budget narrative; and,
•Provide biographical sketches of key personnel.
