Virginia Waste Management Board Meeting,
January 14, 2002
On January 14, 2002, the first of 2002s Virginia Waste Management Board Meetings was held at DEQs Piedmont Regional Office in Glen Allen, Virginia. Significant discussion revolved around proposed regulation Amendment 3 to the VA Solid Waste Management Regulations. Specifically, items incorporated into Amendment 3 include:
Disposal Capacity Guarantees
Host Community Agreements
DEQ Directors Determination
"Site Suitability"
Consolidation of Groundwater Monitoring Programs (MSW, CDD, etc.)
Increased monitoring for unauthorized waste
Most of the discussion focused on concerns related to Section 1408.1.D.1 regarding the Directors determination of need for a new solid waste management facility.
The Board approved and carried the motion to approve the draft Amendment 3 as proposed regulations and to authorize initiation of public participation. Also approved was the motion to request public comment on the method used by the Director to determine the need for a facility, and to request public comment on the adequacy of the criteria used to evaluate other states regulatory structures.
Other items on the agenda included discussion regarding regulations governing transportation of Hazardous Materials, where the Board approved draft and authorized initiation of public participation.
Also addressed were Regulations for Hazardous Waste Management Amendment 15A&B, where the Board was requested to adopt the regulations as final and authorize publication of the final regulations. The motion was approved and carried.
The next Board meeting was set for April 25, 2002, location TBD.
